The strongest template for a PvE ele is probably a Fire Ele with a few support skills from other attributes.
For example, raising Earth at higher levels for a [skill]Ward Against Melee[/skill] or Air for [skill]Blinding Flash[/skill] can provide useful party support. If you have Mind Blast, the energy machine can allow you to run a variety of secondary support skills like [skill]Weapon of Warding[/skill] or [skill]Heal Party[/skill]. Once you reach higher levels, you won't need so many skills for offense because they effectively do the same thing - so you'll be able to be more versatile with your skillbar.
